Secondly, if you unlock a perk at, say, Luck 6, you will not find that later you need Luck 7 in order to advance that perk. Perks make up your character's build and give larger bonuses than SPECIAL Stats, but these do affect gameplay with their combined effects. First, you can get a stat's base value to 11 by waiting to take the eventually and the fact that an 11th point doesn't unlock additional perks, you're usually better off just using a perk point on a stronger bonus via a perk.
